Apply Online for Intermediate Admissions at Public Colleges

Online College Admissions System (OCAS) is built to provision easy, convenient, efficient and reliable access to students for admissions in the government colleges for higher level of education. The solution is based upon a collaborative relationship between Higher Education Department, Nine Boards of Intermediate and Secondary Education (BISE) of Punjab, Bank of Punjab and Punjab Information Technology Board (PITB).
BISE matriculation data of students gets loaded into the system. This enables the candidate to access the system by entering only minimum set of information (Matric Roll Number, BISE, Year and Session) into the system. Candidates can apply to a particular college/program through a simple online form. They can then download and print their Application Fee Slip through the system. Applications get validated in the system, only if Application Processing Fee of Rs.25 is paid at any branch of Bank of Punjab.
Key objectives of the system are to:
  • Reduce the number of physical visits that students and their parents need to make to colleges as the admissions process gets underway
  • Keep the admissions process transparent
  • Push the labor-intensive and error-prone, back-office data-entry activities to the end-users themselves, reducing application compilation and merit list preparation time considerably
  • Offer citizens (students as well as parents) a key online citizen service that can help them save enormous amount of travel time and expense during the admissions process
  • Services delivered are as follows:
    • 24/7 Access. Apply from any place with Internet access – no more queues!
    • Pay Application Fee (Rs.25 per program) via a network of the bank branches across Punjab
    • Track admissions application status via college website
    • Integration with BISE results, minimizing data entry and reducing errors
    • Dedicated helpline, online help guides, and complaint system to facilitate students
    • Based upon reliable, scalable, secure, and internationally proven technology platform
    This is first and unique endeavor of its kind in Punjab, utilizing a citizen-centric approach to service delivery and revenue collection. The model can indeed help Government streamline many critical G2C operations and services as well as revenue collection.

    The Need

    Every year hundreds of thousands of students and their parents stand in long queues at public colleges across Punjab to complete the admissions application process.  The process traditionally remains hectic, time-consuming, and costly for students and their families who have no option but to take time off from work to tend to the matter.
    The Punjab Gateway Project of Government of the Punjab was approved in July 2010, as a key initiative to enhance Government to Citizen (G2C) and Government to Government (G2G) online services, in priority areas including, Education.
    The Higher Education Department (HED) of Punjab identified student admissions to the government colleges as an important citizen service, where technology interventions could make the application process convenient for applicants, their parents, as well as college administrators.
    Punjab IT Board has worked closely with the Higher Education Department, to provision a Web-based system that enables applicants to apply over the Internet for admissions to government institutions in Punjab.

    Time Factor
    • Manual Form Submission
      Before OCAS, applicants used to queue-up at the college admissions office to acquire the admissions form. It would take at least 3 to 4 hours, to submit the admissions form, if all pre-requisites are met. This time is spent to do the following:
      • Travelling to the college
      • Standing in queues to get the admissions form/prospectus
      • Correctly filling up the admissions form
      • Arranging all the required documents/photographs duly attested by government authorities
      • Standing in queues again to submit the admissions form with all required documents.
    For out-of-town applicants it could take more than 24 hours to complete the admissions applications process.
    • Self-apply via web
      OCAS has reduced the application submission time to minutes, rather than hours or days. All that is left is to go to the nearest branch of Bank of Punjab to submit the application fee (which may take up to 45 minutes in case the applicant needs to wait for a while at the bank).
    Associated Costs
    Similarly, the manual admissions system was far more costly and required 3 to 4 visits to a college. Buying college prospectus and travelling back and forth to a college had a substantial amount of cost associated to it, especially for the applicants travelling from other cities. Female applicants, intending to apply in colleges outside of their cities/towns, usually are accompanied by their fathers/guardians, hence the travel cost and time is increased even more. Probably this is one reason why many students from small towns acquiring A+ grade still prefer to get admissions in colleges in their towns or cities, instead of getting admissions in Tier-1 colleges in big cities.
    Convenience
    OCAS does not require physical visits to a college, instead an internet facility and a visit to nearest branch of Bank of Punjab is required to complete the application submission process. An applicant needs to visit college only if he/she qualifies for the college merit list and intends to get admission in the college.
    College administrators find OCAS convenient as it reduces their data-entry time and associated costs and eliminates the chances of incorrect data-entry in the system. BISE Gazette Verification and authentication was also a cumbersome, time-consuming and tedious task at the admissions staff end. This time was saved, as OCAS has made the BISE’s data available in the system.
    Similarly, preparation of merit lists for some colleges used to take up to 24 hours. OCAS makes the applicants’ data available to the college admissions staff in exportable MS Excel files. The admissions staff downloads these Excel files for each offered program at a click of a button.

Admissions for intermediate studies at colleges across the province opened on Monday.
Students can visit colleges to submit their applications or go online to the Online College Admissions System (OCAS) which manages admissions for 600 public colleges in the Punjab. The OCAS handles admissions to FA, FSc and ICS programmes. The last date to submit application forms at most colleges is August 3. August 15 is the deadline for some and a few colleges are yet to announce a deadline.
The Government College University (GCU), Lahore, has invited applications for pre-engineering, pre-medical, general science, computer science, arts and humanities and commerce programmes. Candidates can submit their admission applications online on the varsity’s website. The last date to submit applications is August 3. The GCU will display merit lists on August 6 and 7.
The Kinnaird College for Women has also announced opening admissions to pre-medical, pre-engineering, ICom, humanities, general science, ICS, physics and statistics programmes. Admission forms are available till July 28 and the last date to submit applications is August 5.
Over 70 per cent students have passed the secondary school certificate exam (SSC), results of which were announced by the Lahore Board of Intermediate and Secondary Education (BISE) on Saturday. A total 135,336 students passed the SSC examination and will be looking to apply to colleges.

District Multan: The Punjab Government has decided to abolish the 2 years B.A. and B.Sc. program and replace it with the 4 years B.Sc. program.  This is being done to get the Graduation degrees acknowledged internationally.  This has already been done at the Women University Multan, Wilayat Hussain College and Emerson Science College Multan.

LAHORE: Provincial Minister for Labour and Human Resource Raja Ashfaq Sarwar has said the government, under the Punjab Growth Strategy-2018, is planning to launch a technical education programme for the youth at the educational institutes in evening shifts. Revamping the existing curricula of skills’ training institutes enhancing the participation of private sector aims to improve the capacity-building and quality assurance of skilled graduates to ensure proper jobs in the industrial sector.
 
He expressed these views while presiding over a meeting of the Skill Development Steering Committee constituted by Chief Minister Punjab Shahbaz Sharif. Chairman P&D Irfan Elahi, Chairman Tevta Irfan Qaiser Sheikh, secretaries of labour, schools education and agriculture departments, CO PSDF Ali Sarfraz, MD PVTC Sajid Naseer, representatives of Mckinsey and Company, World Bank and departments concerned attended the meeting.
 
The committee focused on the steps to conduct a supply-demand diagnosis to identify the key sectors and vocations for additional demand creating a targeted labour export schemes in the key vocations to target the GCC countries. Recommendations to strengthen the present plans of action to upgrade the Tvet of Punjab were discussed by all the stakeholders in the meeting.
 
Establishment of independent accreditation, examination and certification agency is also under consideration, the minister said. Developing a system integrator to enhance the coordination and share the best practices between the stakeholders, independent data collection and monitoring mechanism for policymaking were especially focused in the meeting. The consultants hired for this purpose will develop the methodology, assisting in creation and maintenance of integrated active MIS as repository for demand driven qualification, number of skilled labour required in industry either locally or globally and traceability of the trainees, Raja Ashfaq Sarwar added.
 
Establishment of centralised jobs’ placement body enhancing the participation of private sector was also discussed in the meeting. The meeting was informed that the Punjab government was planning to launch a comprehensive reform effort to ensure all the key Tevta courses to be updated by 2018 and engagement of industry would also be strengthened. A robust trace tracking mechanism is needed, therefore, a foolproof uniform system should be evolved by the technical institutions to reach the skilled graduates whenever needed, he concluded.

LAHORE: Technical Education and Vocational Training Authority (TEVTA), with the collaboration of National Highway and Motorway Police (NHMP), will offer three months light transport vehicle (LTV) driving course for the unemployed youth from next month at 35 Road Safety Training Institutes across the province.

It was stated by TEVTA Chairperson Irfan Qaiser Shaikh on the occasion of agreement signing ceremony between TEVTA and NHMP on Thursday at TEVTA Secretariat. NHMP Inspector General Muhammad Saleem Bhatti, DIG Central Zone Mirzan Faran Baig, Deputy Commandant Training College Sheikhpura Athar Waheed, TEVTA general managers Hamid Ghani Anjum, Abdul Qayyum, Azhar Iqbal, Akhtar Abbas Bharwana, Manager Sarfraz Anwar and other officers were also present on this occasion.

Irfan Qaiser Sheikh said that curricular for LTV driving course developed by TEVTA will be adopted for training. Trainees will be provided stipend Rs 1,000 per month. Age limit for the admission will be minimum 18 and maximum 35 years. Middle pass candidates will eligible, however, matric pass will be given preference for admission. Certificates shall be jointly issued by TEVTA and National Highway & Motorway Police bearing logos of both. TEVTA will also provide full assistance to pass-outs to get jobs in different sectors.

Muhammad Saleem Bhatti said that our department is the top most prestigious police organisation of Pakistan, striving day and night to maintain the safety and security on national highways and motorways. He said that NHMP will be responsible for the provision of training and learning materials including books, manuals, stationery, consumables, etc, to all the trainees. Machinery, equipment, tools, driving training vehicles, practice driving track and furniture as per requirement of the curriculum will also be provided by our department. Examinations of the candidates will be carried out by NHMP.
