Higher Education Commission announced the names of illegal universities which are not approved by HEC
Higher education commission said that 138 campuses of 171 universities are located all over the Pakistan but only 93 campuses are registered and legal otherwise are not registered. Sargodha University is affiliated with 498 colleges out of which are illegal. 171 یونیورسٹیوں کے 138 کیمپس‘ صرف 93 قانونی ہیں: ایچ ای سی اسلام آباد(نامہ نگار) سےنٹ کی مجلس قائمہ برائے تعلےم و تربےت نے غےر قانونی تعلےمی اداروں کےخلاف سخت کارروائی کرنے کی ہداےت کر دی، مجلس قائمہ کا اجلاس چیئرپرسن سینیٹر راحیلہ مگسی کی زیر صدار ت پارلیمنٹ ہاﺅس میں منعقد ہوا۔ ڈگر ی ایوارڈ کرنے والے کالجوں اور سب کیمپسز کے معیار تعلیم کے میکنزم، کامسےٹس یونیورسٹی کے دوہری ڈگری کے معاملے کے علاوہ عوامی عرضداشت کا تفصیل سے جائزہ لیا۔ وزےر مملکت برائے تعلیم وتربیت بلیغ الرحمان نے قائمہ کمیٹی کو بتایا کہ موجودہ حکومت فروغ تعلیم کےلئے اقدامات اٹھا رہی ہے۔ تحقیق و ڈویلپمنٹ کے شعبوں کو زیادہ سے زیادہ گرانٹ فراہم کی جارہی ہے۔ پاکستان میں دنیا کی ممتاز تعلیمی اداروں سے پی ایچ ڈی کرنے والے فروغ تعلیم و تحقیق میں سرگرم عمل ہیں، قائمہ کمیٹی نے ورکنگ پیپر زدیر سے ملنے پر سخت برہمی کا اظہار کیا۔ ارکان کمیٹی نے کہا کہ اگر یہ بر وقت مل جاتا تو پڑھ کر معاملات کو سمجھنے میں آسانی ہوتی، کمیٹی نے یہ بھی فیصلہ کیا کہ سینیٹر مشاہد حسین سید کی سربراہی میںایک ذیلی کمیٹی تشکیل دی جائے جو عوامی عرضداشتوں کی اہمیت کا طریقہ کار طے کرے کہ کون سے معاملات ہیں جو کمیٹی کے سپرد کئے جائیں اور جو کم اہمیت کی پبلک پٹیشن ہیں ان کو فارغ کر دیا جائے، ارکان کمیٹی نے اس بات پر بھی سخت برہمی کا اظہا ر کیا کہ بچے چار چار سال محنت سے پڑھتے ہیں والدین بھاری فیسیں بھی ادا کرتے ہیں اور بعد میں پتہ چلتا ہے کہ ادارے کی ڈگر ی تسلیم نہیںکی جاتی۔ ایچ ای سی ایسے اداروں کے خلاف کارروائی کیوں نہیں کرتا، سینیٹر سحر کامران نے کہا کہ جن بچوں کی ڈگری مکمل ہو جاتی ہے ادارے ان کی کیریئر کونسل کریں تاکہ ملک و قوم کا بھی فائدہ ہو سکے۔ چیئرمین ایچ ای سی نے قائمہ کمیٹی کو بتایا کہ ملک میں تعلیمی اداروں کے کیمپسز اور سب کیمپسز کی بھر مار ہے متعدد بار وفاقی و صوبائی حکومتوں اور تعلیمی اداروں کو آگاہ کیا گیا ہے کہ کسی بھی ادارے کا نیا کیمپس یا الحاق کے طریقہ بارے ہائیر ایجوکیشن کمیشن کا آن بورڈ لیا جائے مگر اس حوالے سے ایچ ای سی کو موثر ردعمل نہیں ملا۔ انہوں نے کہا کہ اس وقت ملک میں 171 یونیورسٹیاں قائم ہیں اور 138 کیمپس قائم ہیں ان میں سے 93نے این او سی حاصل کیا ہے باقی غیر قانونی کام کر رہے ہیں کسی یونیورسٹی سے الحاق نہیں کیا گیا۔ ملک میں 3328 کالجز الحاق کے بغیر کام کر رہے، سرگودھا یونیورسٹی سے 498کالجوں نے الحاق کر رکھا ہے جس پر ارکان کمیٹی نے برہمی کا اظہار کرتے ہوئے کہا کہ یہ سب غیر قانونی کام ریگولیٹری باڈی کی کمزوری کی وجہ سے ہیں۔ اگر موثر کارروائی کی جائے تو یہ سلسلہ رک سکتا ہے ،سینیٹر مشاہد اللہ خان نے کہا کہ ایچ ای سی نے خود کو چھوٹے مسائل میں الجھا رکھا ہے اصل مسائل کی طرف توجہ نہیں ہے۔ ایچ ای سی ISLAMABAD: State Minister for Education and Training Muhammad Baligh ur Rehman on Thursday informed the Senate Standing Committee on Federal Education and Professional Training that present government took various initiatives for promotion of education and allocated more funds for research and development as compared to past. The committee meeting was held under the chairmanship of Senator Rahlia Magsi at Parliament House. Briefing the committee, the minister said, Higher Education Commission and other related department are arranging seminars for research. He said the government would take every step for promotion of education and budget would be increased in future. Higher Education Commission Chairman informed the committee that according to available data 171 universities and 138 campuses are working in the country but only 93 campus got the No Objection Certificate and were working illegally. He said according to rules all new campuses must follow the Higher Education Commission directions. The Chairman said around 3,328 colleges were not affiliated with the universities and HEC has directed their administration to follow the rules. Sargodha university has been accorded affiliation to 498 colleges. The committee members showed displeasure over performance of regulatory body and said HEC should take strict against those universities and colleges that are violating the law. Senator Mushahid Ullah Khan said HEC involved themselves in minor issues as a prime department should resolve the major problems. He said universities are getting volumous fees and their audit should be carried out for transparency. Senator Nauman Wazir said universities should conduct research on major projects including Kala Bagh Dam. The committee assured the HEC Chairman of cooperation for taking strict action against entities involved in corrupt practices. The committee meeting was attending by Senators Muhammad Javed Abbasi, Dr. Ashok Kumar, Mushahid Ullah Khan, Sehar Kamran, Mushahid Hussain Syed, Nauman Wazir Khattak and Muhammad Azam Swati; Secretary Education and Training, Rector NUST, Vice Chancellors of Quaid-I-Azam Unviersity and International Islamic University Islamabad.
