Prime Minister’s Fee Reimbursement Scheme for Less Developed Areas
Introduction:
The Federal Government, in move to support the educational sector of less developed areas of Balochistan, Gilgit/ Baltistan, FATA, Interior Sindh, South Punjab, Malakand, Kohistan and D.I. Khan areas of Khyber Pakhtunkhwa has decided to pay the tuition fee of all the students of these areas studying in Masters, M.Phil in the Public Sector Universities of their respective area of domicile and for PhD all Public Sector Universities of Pakistan.
Objective:
The scheme is  focused on enhancing  opportunities for access to higher education especially to talented but financially constrained students belonging to remote and far flung areas of the country  who despite possessing academic merit, are unable to finance their education. The fee disbursement would be ensured through a transparent and well defined mechanism. Under this innovative and special scheme, along with tuition fee, the federal government have paid other academic, incidental, or mandatory fees charged by educational institutions as one-off or on a per semester basis of Masters, MS/ M.Phil and PhD students of selected areas.
Eligibility Criteria:
Domicile: Students with valid domicile/local certificates of their areas are eligible to apply. Areas included in the scheme are: Balochistan, Gilgit Baltistan, AJK, FATA, Interior Sindh, Multan, Bahawalpur, and D.G. Khan.
Divisions: Malakand, Kohistan, D.I. Khan, Tank, Buner, Swat, Shangla, Upper Dir, lower Dir and Chitral districts of Khyber Pakhtunkhwa.

Enrollment: All onboard students who are enrolled on merit in the academic institutions located in their area of domicile are eligible. The students from FATA, Malakand, Kohistan and Dera Ismail Khan studying in institutions located in Khyber Pakhtunkhwa will be considered.
Institutions: Public sector universities, affiliated government colleges and Public Sector Degree Awarding Institutes (DAIs) situated in Balochistan, KPK (for FATA, Malakand, Kohistan and Dera Ismail Khan only) Gilgit/Baltistan, South Punjab and Interior Sindh.
Program: Tuition fee and other mandatory fees charged by the respective institutions will be paid for all students except for those admitted on self-finance basis or who are already availing any other scholarship.
Ineligibility:
1) The students who are availing scholarship from HEC, Provincial Govt. or any other organization, will be ineligible to apply.
2) The students who secured admission on self-finance basis will not be eligible.
3) The students who are not full time students will not be eligible.
How to Apply:
1) List of students (detail mentioned below) will be collected from Public Sector academic institutions and there is no need to send any application or form to HEC.
2) All candidate names would be forwarded through respective university to HEC.
3) HEC will pay tuition fee (including other academic, incidental, or mandatory fees charged by educational institutions as one-off or on a per semester basis) to university directly.
4) There is no last date to apply for this scheme as HEC will pay fee till the provision of funds by the Government of Pakistan. 
Existing students:
All onboard students of Master  & MS/M.Phil who are enrolled on merit in the academic institutions located in their area of domicile are eligible. The students from FATA, Malakand, Kohistan and Dera Ismail Khan studying in institutions located in Khyber Pakhtunkhwa will be considered.
PhD candidates having domicile of Balochistan, Gilgit/ Baltistan, FATA Interior Sindh, Multan, Bahawalpur, D.G. Khan, Malakand, Kohistan and Dera Ismail Khan in any public sector university throughout Pakistan.
New Admissions:
A candidate has to secure admission on merit in the area of their respective domicile and HEC identified universities. (list of identified universities is available at www.hec.gov.pk/tfp)
Master/MS/M.Phil candidates can take admission only in the universities located in the territory of Balochistan, Gilgit/ Baltistan and FATA, Malakand, Kohistan and Dera Ismail Khan (KPK Universities) with respect to their domicile.
PhD candidates having domicile of Balochistan, Gilgit/ Baltistan, FATA Interior Sindh, Multan, Bahawalpur, D.G. Khan, Malakand, Kohistan and Dera Ismail Khan are allowed to secure admission in any public sector university throughout Pakistan.
Subsequent Payments:
1) Subsequent Payments will require satisfactory progress report/result of students.
2) For continuation of free education, the students will maintain minimum Percentage/GPA which is necessary to retain his/her admission for the respective university.
3) During the period, the student must be a full time student and he/she will take full load of subjects/credits during each semester/term/year

HEC Need Based Scholarships 2016

INTRODUCTION:

Higher Education Commission (HEC) aims to elevate the socio-economic position of the needy & deserving students by providing access to quality education through needs-based scholarships. Government of Pakistan (GOP) has also duly acknowledged the financial constraints barring students from acquiring higher education and has thus earmarked substantial funds for the improvement of education sector. More than 10,000 scholarships are announced this year for financially disadvantaged students all over Pakistan including 61 public sector universities of Pakistan (List attached)

OBJECTIVES:

1. To provide an opportunity for talented students who are financially disadvantaged and are incapable of meeting higher education costs at partner institutions /universities in all disciplines.
2. To provide opportunities for academically qualified, yet financially needy, Pakistani students to continue university studies in selected partner universities of Pakistan, especially from remote and rural areas of Pakistan (FATA, Khyber Pakhtunkhwa, Southern Punjab, Baluchistan, and Northern Sindh).
 ELIGIBILITY CRITERIA:   
  1. Financial assistance & scholarships are available for study at undergraduate & graduate level in all disciplines at the selected public sector Pakistani universities and degree awarding institutions.

  2. Students need to compete for securing admission at the participating institution as per admission policy of the institution and be enrolled in Undergraduate (4 Years) / Graduate (2 Years) programs.

  3. All those needy students who are already enrolled in the participating institutions are also eligible to apply.

  4. The eligibility of a candidate is linked to neediness of the candidate as determined & assessed by the Institutional Scholarship Award Committee keeping in view the financial background of the family of the applicant.

  5. The number of G&UG slots will be decided by the universities but weightage will be given to UG slots.

  6. Funding for G & UG slots will continue for full program and eventually the slots will be replaced by new students. In case of any drop out waiting list students will be replaced.

  7. Disciplines will be kept open. University will decide to include or exclude any discipline keeping in view its grant, program cost, and number of allocated slots etc.

  8. In case of Medicine, Pharm-D and other five year programs funding will be made for complete five years.

  9. Considering the allocated grant, the university may adjust the total number of scholarships to some extent in order to cover the tuition fee as per actual.

  10. Every student will be paid Rs 6000 stipend per month for the complete program as well as the actual tuition fee.

The filled application should be returned to relevant Financial Aid Offices where the applicant intends to secure admission

HOW TO APPLY:

  • HEC looks forward to support needy students in sharing educational expenses. However please note that under this scholarships scheme, the funds are not transferred directly to students by HEC. The payment is made to needy students through participating Universities/Institutions.

  • The deserving students can obtain complete Scholarship Application Form from the Financial Aid Office (FAO) at the participating University/Institution or can be downloaded.

  • The Scholarship Form will be submitted along with supporting documents to the same Financial Aid office (at university only) after completion. (HEC will not accept any application form directly)

  • Students need to get admission in any one of the approved disciplines at the participating Universities/Institutions as per their admission criteria.

    Please note that this scholarship program also considers partial scholarship for already enrolled students.

SCHOLARSHIP DETAILS: 

  • The scope of the project includes 10,019 number of scholarships for the students who meet the eligibility criteria. Whereas until now 4967 scholarships have been awarded. Students who are seeking financial assistance are advised to find out availability of scholarships at their relevant university before applying.

  • Comprehensive scholarship offered under this program provides funds for the following expenses:

Pak-USAID Merit and Needs Based Scholarship

BRIEF HISTORY:

The Pak-USAID Merit and Needs based Scholarship Program Phase-II are focused on providing opportunities for access to higher education especially to under privileged candidates who, despite possessing academic merit, are unable to finance their education. The scholarship is not restricted to tuition only, but extends to accommodation and living expenses.
The Executive Committee of the National Economic Council (ECNEC) has approved the program at a total cost of Rs. 2,954.808 million in its meeting held on 6th September 2013. The Project is funded by Government of United States of America as Grant in Aid.
The Phase-I of the program was initiated in 2004 at eleven (11) universities with scope of 1807 scholarships. It is the pride of the program that all the scholarships are awarded, 94 percent of the scholarship recipients had graduated in the semester they expected to graduate.

OBJECTIVES:

1. To enable the academically qualified, yet financially needy, Pakistani students to continue university studies in selected private and public universities of Pakistan in the fields of Agriculture, Medical, Business, Social Science and Engineering
2. To enhance the institutional capacity of the Higher Education Commission of the Government of Pakistan and local public and private sector universities in designing and implementing MNBSP Phase II

ELIGIBILITY CRITERIA:

1.  The applicant must be a Pakistani/AJK National
2.   Financial assistance & scholarships are available for study at undergraduate & graduate level in the prescribed disciplines at the selected 29 Pakistani universities and degree awarding institutions
a. Agricultural & Veterinary Sciences
b. Business Administration
c. Social Sciences
d. Engineering & Tech.
e. Medical
Note:
1. Agricultural (incl. Veterinary Sciences and Bio Technology)
2. Social Sciences includes (Peace &Conflict Studies, Anthropology, Archaeology, Economics, Linguistics, Law, Communication and Media studies, International Relations, and Psychology)
3. 50% Female Seats: Women’s participation in the education sector is very low. This activity will ensure that at least 50% of the awarded scholarships go to women, especially those coming from remote and vulnerable areas of Pakistan, who are financially needy, and meet admission criteria of the selected 29 partner universities
4.  Students need to compete for securing admission in the approved discipline at the participating institution as per admission policy of the institution and be enrolled in Undergraduate (4 and 5) and Graduate (2 Years and 3.5 years) programs
5.  Only those students who are enrolled in first semester/ professional year in the respective courses offered by the participating institutions are eligible to apply
6.  The eligibility of a candidate is linked to neediness of the candidate as determined & assessed by the financial background of his/her family

HOW TO APPLY:

The deserving students can obtain complete Scholarship Application Form from the Financial Aid Office (FAO) at the participating University/Institution or can be downloaded.
The Scholarship Form will be submitted along with supporting documents to the same FAO office after completion.
Students need to get admission in any one of the approved disciplines (Agriculture & Veterinary sciences, Business Administration, Social Sciences, Engineering, Tech and Medical) at the participating Universities/Institutions as per their admission criteria.
Please note that partial scholarship for already enrolled students is not covered under this program.
